Emergency PPKM: Domestic Travel Rules

New rules for taking flights have been confirmed after 41 regions in Java and Bali were placed under PPKM level 3 until 14th February 2022. 

In the latest Home Affairs Minister regulation number 9 of 2022, it states that flight rules are adjusted according to the provisions of the National COVID-19 Handling Task Force. Thus, the rules will refer to the Task Force Circular which is currently in effect, namely Number 22 of 2021 regarding the provisions for domestic travel during the COVID-19 pandemic.

The following is the complete information regarding the PPKM level 3 flight rules:

The regulation states that the capacity for aircraft can still be 100 percent. A more stringent application of health protocols will be applied as long as PPKM is in effect.

Flights into Java and Bali and between districts or between cities within Java and Bali must show:

  • A vaccine card with at least the first dose and a negative PCR result within 72 hours before departure, or
  • A vaccine card showing two vaccine doses and a negative rapid antigen test within 24 hours before departure

For inter-regency or inter-city travel outside of Java and Bali, the following conditions must be met:

  • Show a vaccine card with at least the first dose
  • Have a negative result for a 72-hour PCR or a negative result for a 24-hour antigen test.
Vaccine Card Exception

A vaccine card is required except for certain conditions, namely:

  • Passengers under 12 years old
  • Logistics vehicle drivers and goods transportation outside Java and Bali
  • Passengers with certain health conditions or comorbidities prevent them from receiving the vaccine. As a substitute, they must attach a doctor’s certificate from a government hospital stating that the person concerned has not and cannot be vaccinated against COVID-19
Tighter health protocols

Passengers who wish to travel by plane must strictly observe health protocols, such as:

  • Use a three-ply cloth or medical mask that covers the nose and mouth
  • No talking on the phone or in-person during the flight
  • No eating and drinking on flights less than two hours, except for passengers who are obliged to take medicine at a certain time which if not done can endanger the safety of the person
  • Washing hands with soap or hand sanitizer
  • Maintaining social distancing
