Starting in 2025, the DKI Jakarta Provincial Government will introduce household waste levy as part of its commitment to improving environmental quality and public health in the province.
The provincial government will begin charging the recently introduced levy on the 1st of January, 2025. This policy, to be more precise, is part of the provincial government’s efforts and commitment to encourage residents in DKI Jakarta to take greater responsibility for reducing and managing waste at home.
Head of the DKI Jakarta Provincial Environmental Agency, Asep Kuswanto, expressed hope that the levy may improve environmental quality and public health. Furthermore, a cleaner and healthier Jakarta could attract more potential investors and businesses.
“Each household will be subject to a levy in accordance with the Regional Regulation that was ratified on the 1st of January, 2024, and will be implemented from the 1st of January, 2025,” he told the press on Tuesday, the 8th of October.
Kuswanto added that this policy has been prepared for a year, with its legal foundation being the DKI Jakarta Regional Regulation Number 1 of 2024 concerning Regional Taxes and Levies.
“The DKI Jakarta Government will continue its public awareness campaign until the end of 2024 to ensure the community will have been prepared for this change by 2025,” he continued.
The implementation of this levy will not replace the waste fee currently collected by local neighbourhood groups (RT/RW) – a fee that does not go into the regional treasury as it is used to cover the cost of collecting waste from each home. Meanwhile, the collection mechanism of the household waste levy, as outlined in Article 66 of the Regional Tax and Levy Regulation, will be adjusted according to household electricity usage as detailed below:
- Users of electricity between 450 and 900 volt-amperes (VA) will be exempt from the levy (Rp0);
- Users of electricity between 1,300 and 2,200 VA will be subject to a levy of Rp10,000 per unit/month;
- Users of electricity between 3,500 and 5,500 VA (middle level) will be charged Rp30,000 per unit/month;
- Users of electricity exceeding 6,600 VA (upper level) will be charged Rp77,000 per unit/month.
According to Kuswanto, this levy will apply not only to households but also to businesses.
“It’s not just for households but also businesses, as commercial areas must also manage their waste,” he added.
