Indonesia Issues 471 Golden Visas in 2024 with Total Investment of Rp9 Trillion

Indonesia’s Golden Visa programme has attracted Rp9 trillion in investment thus far, offering long-term residence permits and exclusive benefits for foreign investors, global talents, as well as world figures.

During a year-end press briefing at the Directorate General of Immigration’s office in Jakarta on Tuesday, December 17th, the Directorate General of Immigration under the Ministry of Immigration and Corrections of the Republic of Indonesia reported that 471 golden visas were issued between July and December 2024, generating a total investment value of Rp9 trillion or approximately US$558 million

The golden visa offers a long-term residence permit of five to 10 years to foreign nationals who make significant investments or contribute uniquely to Indonesia. To qualify, individual foreign investors must invest a minimum of US$350,000 (approximately Rp5.69 billion), while corporate investors need to commit US$25 million (around Rp406 billion).

Additionally, the programme includes special categories for global talents, former Indonesian citizens, descendants of former citizens, and world figures who contribute to national development.

Inaugurated by the then-President of the Republic of Indonesia, Joko Widodo, on the 25th of July, the Golden Visa policy is regulated under the Minister of Law and Human Rights Regulation Number 22 of 2023 on Visas and Residence Permits, as well as the Minister of Finance Regulation Number 82 of 2023.

Golden visa holders enjoy several privileges, such as priority access to immigration service lines at international airports and exemption from applying for a limited stay permit.

Besides the Golden visa, during the period of the 1st of January until the 15th of December, 2024, the Directorate General of Immigration has issued 5,162,775 visas, 89% of which—or, to be precise, 4,635,858 visas—comprising Visas on Arrival.

Other visa types issued throughout the year 2024 thus far include:

  • Single-entry visas: 420,529;
  • Multiple-entry visas: 43,292;
  • Limited stay visas: 62,630.

Visa services played a significant role in generating non-tax state revenue (Penerimaan Negara Bukan Pajak or PNBP) for the Directorate General of Immigration. As of the 15th of December, the directorate reported a PNBP of Rp8.58 trillion, surpassing the original target of Rp6 trillion by 142%.
