The DKI Jakarta Provincial Government is set to implement a new scheme for vehicle tax in early 2025.

The regulation on changes to the progressive vehicle tax rates is outlined in Regional Regulation (Peraturan Daerah) No. 1 of 2024 concerning Regional Taxes and Regional Retributions, which was enacted on the 5th of January, 2024, and will take effect on the 5th of January, 2025.

This policy targets owners of second to fifth vehicles and beyond, aiming to reduce excessive vehicle ownership and alleviate congestion in Jakarta.

Under the new regulation, the progressive vehicle tax rate for owners of second to fifth vehicles will increase by 0.5% from the previous rate.

The new progressive vehicle tax rates are as follows:

  • 2% for ownership and/or control of the first motor vehicle;
  • 3% for ownership and/or control of the second motor vehicle;
  • 4% for ownership and/or control of the third motor vehicle;
  • 5% for ownership and/or control of the fourth motor vehicle; and
  • 6% for ownership and/or control of the fifth motor vehicle and above.

This regulation simplifies the progressive tax system compared to the previous structure, where rates reached up to 10% for the seventeenth vehicle and beyond.

However, the new policy also provides an exemption for vehicles owned by business entities.

Vehicles owned by business entities will be subject to a flat tax rate of 2% without progression. This decision was made to support business operators in the capital as part of the DKI Jakarta Provincial Government’s commitment to promoting economic activity.

Additionally, the motor vehicle tax rate for public transportation, employee transport, school transport, ambulances, fire engines, socio-religious institutions, social and religious organisations, the Government, and the DKI Jakarta Provincial Government is set at 0.5%.
