Are you Getting Short-Changed?

Have you ever arrived at a destination in a taxi, pulled out a 100,000 Rupiah note and asked for change from your driver only to be met with a sheepish grin from the same driver as he pulls out a pocket of dirty, wadded up 2,000 bills that only make up one percent of the correct change you should be receiving in return? Seems like Sacha has the same problem when she goes to the petrol station.

Where has all the change gone? How about what’s in those other pockets, driver?

What gives? Does this short-change phenomenon happen only to foreigners or to locals, too?
