The government of Yogyakarta City is set to fine all tourists for smoking in the Malioboro area. Violators can be subject to a maximum fine of Rp7.5 million.

This policy is implemented to enforce the Yogyakarta City Regional Regulation (Peraturan Daerah) Number 2 of 2017 concerning Smoke-Free Areas (Kawasan Tanpa Rokok or KTR), which aims to maintain cleanliness, health, and environmental comfort in the tourist area that is an icon of this city.

“Considering that socialisation has been carried out frequently, starting this year, we will enforce judicial sanctions,” said the Head of the Investigation Section of the Yogyakarta City’s Municipal Police, Ahmad Hidayat, on Monday, the 13th of January. He also explained that this regulation was implemented after socialisation and guidance for violators over the past few years.

In 2024, the city’s municipal police recorded that 4,158 violators had been given guidance for smoking in the Malioboro area. Of that number, 36 people were local residents, while the rest were tourists. Hidayat added that his team has issued an appeal for visitors not to smoke in areas that have been designated as smoke-free areas.

To provide comfort to visitors who smoke, the municipal police have prepared special smoking areas at several points near the Malioboro area, such as the Abu Bakar Ali Parking Lot, north of Malioboro Plaza, and on the third floor of Beringharjo Market.

We want to provide space for visitors to continue smoking without violating existing regulations,continued Hidayat.

Meanwhile, the Head of the Yogyakarta City’s Municipal Police, Octo Noor Arafat, said that the implementation of this policy will involve cooperation with the Health Office (Dinas Kesehatan) and the Cultural Heritage Area Management. Further socialisation will be intensified with tourism service actors, such as pedicabs and andong drivers in Malioboro.

In addition, the municipal police are also planning to increase supervision along the streets and alleys of Malioboro to ensure that these regulations are obeyed.
