Mandatory Passenger Arrival Declaration via All Indonesia Application Effective 1st of October

Effective 1st of October 2025, every passenger arriving from overseas is required to complete the arrival declaration through the All Indonesia application.

The Government of the Republic of Indonesia has officially launched the All Indonesia Application as the integrated and sole international passenger arrival declaration system applicable at all airports and seaports across Indonesia.

All Indonesia represents the integration of immigration, customs, health, and quarantine declaration services into a single platform. It is available as a web-based application (allindonesia.imigrasi.go.id) and as a mobile application downloadable from the Google Play Store and App Store. The application can be completed up to three days before arrival.

All Indonesia is designed to simplify arrival procedures, enhance convenience, and provide a faster, safer, and more efficient travel experience for all passengers.

The Coordinating Minister for Infrastructure and Regional Development, Agus Harimurti Yudhoyono, stated that the first impression formed when travelling to another country occurs upon arrival at the airport or seaport.

Often, the first impression is also the last. Therefore, if we want people from other countries to have a positive impression and return to Indonesia, we must be able to provide that positive impression from the start,” he remarked.

He continued that the Government is constantly striving to improve public services. As stated by President Prabowo, everything starts with good governance, including the management of airports and all entry points to Indonesia. This initiative, he affirmed, is not just a gimmick but a fundamental necessity that can become a game-changer and play a significant role in Indonesia’s progress.

Supporting this statement, the Minister of Immigration and Correctional Affairs, Agus Andrianto, said, “All Indonesia is a major leap in public service. Passengers only need to fill out one declaration; the inspection process is shortened, and they can even use the immigration autogate. This innovation not only facilitates travel but also supports tourism and investment in Indonesia. We urge passengers to complete the All Indonesia form before arrival. Without it, the journey will take longer because inspection must be conducted manually at the counter.”

Yudhoyono added that All Indonesia is already connected to the corridor gate for automatic biometric inspection for priority Indonesian citizens (elderly, disabled passengers using wheelchairs, and unaccompanied minors). The corridor gate is a seamless immigration service innovation where priority international passengers simply walk through the corridor-shaped device to complete the immigration inspection process.

The Minister of Finance, Purbaya Yudhi Sadewa, expressed appreciation for the launch of the All Indonesia Application declaration system as a crucial innovation in public service at the nation’s entry points.

“The Ministry of Finance, through the Directorate General of Customs and Excise, is fully prepared to support the implementation of this application. The integration of immigration, customs, health, and quarantine declaration services into one system will provide tangible convenience for the public, expedite the passenger arrival process, and strengthen service efficiency at Indonesian airports and seaports,” he stated.

Regarding disease prevention and control, the Minister of Health of the Republic of Indonesia, Budi Gunadi Sadikin, said that the integration of the health declaration into the All Indonesia application is a strategic step to reinforce the national early warning system.

“Through All Indonesia, the Ministry of Health can more quickly detect communicable diseases or risk factors that have the potential to cause outbreaks. Thus, an immediate response can be implemented at the nation’s entry points before the disease spreads further. This is an important part of our effort to maintain overall public health,” said Minister Sadikin.

In line with this statement, the Head of the Indonesian Quarantine Agency, Sahat M. Panggabean, conveyed that the integration of quarantine services into All Indonesia is not only oriented towards passenger convenience but also serves as a form of synergy to protect Indonesia’s biological resources from the threat of Quarantine Animal Diseases and Pests (HPHK), Quarantine Fish Diseases and Pests (HPIK), and Quarantine Plant Pests and Organisms (OPTK), which potentially threaten public health and the ecosystem.

“Through this system, any animals, fish, plants, and their derivative products brought by passengers from abroad can be monitored earlier, and the incoming data is directly connected to the quarantine system. This ensures that the passenger flow remains smooth without compromising the supervision aspect. We invite all travellers to diligently fill out this application, as this one simple step is very important in protecting the nation,” Panggabean explained.
