Government Sets Bali on Track to Become a Global Perfume and Aromatherapy Centre

The Indonesian Ministry of Industry is accelerating the downstreaming of national essential oils through the development of the Bali Flavour and Fragrance Centre (Pusat Flavour and Fragrance Bali or PFF Bali).

The centre is designed to become a hub for innovation, training, and business incubation focused on perfume, aromatherapy, and wellness products made from natural ingredients.

The Minister of Industry, Agus Gumiwang Kartasasmita, said that Indonesia has great potential to become a global player in the flavour, fragrance, and wellness industry due to its rich biodiversity and abundance of essential oil commodities.

“The development of the Bali Flavour and Fragrance Centre is part of the government’s efforts to strengthen the downstreaming of national essential oils so that they are not only exported as raw materials, but also processed into high-value-added products such as perfumes, aromatherapy, spa products, cosmetics, and natural-based household products,” Kartasasmita said in his statement on Monday, the 11th of May.

Since its inception, the Bali Flavour and Fragrance Centre has held various training and certification programmes, including spa oil blending training for 40 Indonesian migrant workers for the international wellness industry, including job placements in the Maldives. Additionally, training in perfume blending and aromatherapy is available, as well as a “Create Your Scent” mini-class with Spa Factory Bali.

Furthermore, in 2026, the Bali Flavour and Fragrance Centre is set to hold several new training programmes, including perfume creation, aromatherapy soap-making, aromatherapy candle-making, and incense production using essential oils.

The Indonesian Ministry of Industry believes that the development of the national flavour and fragrance industry requires synergy between the government, academics, associations, and business actors to create a sustainable industrial chain.

Acting Director General of Agro Industry, Putu Juli Ardika, stated that the Bali Flavour and Fragrance Centre is expected to become a catalyst for national industrial development. The centre’s development is focused on improving human resource competencies and strengthening industry networks.

“The Bali Flavour and Fragrance Centre is expected to be a catalyst for the development of a national flavour and fragrance industry based on Indonesian essential oils. Through this facility, we strive to produce innovative products that are competitive in both domestic and global markets,” said Ardika as well.
